Québec, QC - The Municipalité Régionale de Comté (MRC) de Lotbinière was presented with an Award of Excellence at ESRI Canada's eighth annual ESRI Regional User Conference in Québec City today. Mr. Alain Dombrowski, Québec Regional Manager, ESRI Canada, presented the Award in recognition of the MRC de Lotbinière's efforts in implementing a GIS for the MRC at the regional level. Mr. Jean-Sébastien Blais of the MRC de Lotbinière was on hand to receive the Award.
The MRC de Lotbinière is located on the southern shores of the St. Lawrence River. It includes 18 municipalities, all located in rural areas. The MRC selected an out-of-the-box GIS solution in order to quickly provide staff with a solution for data management and map creation. The MRC used the GIS to design their development plan as well as digitize their basemap.
"The Award of Excellence is going to a deserving organization that is dedicated to using GIS technology to provide staff with simple, efficient mapping tools," said Mr. Alain Dombrowski. "The MRC's effort in centralizing and sharing quality data and maps throughout the MRC sets an example for other local governments across the Province."
Within a short time frame, the MRC was able to implement a GIS solution for MRC staff to deliver several services to its constituent municipalities such as the development of zoning plans, official community plans, and various area maps (e.g. the locations of street lights, fire hydrants). The MRC partnered with the Ministry of Sustainable Development, Environment and Parks of Québec to develop a methodology for the characterization of the agricultural activities within the Region. Land base and farm related data from the Ministry of Agriculture, Fisheries and Food of Québec were instrumental in helping the MRC to better understand their agricultural land capability.
"We are grateful that ESRI Canada has selected the MRC de Lotbinière as this year's Award of Excellence winner," said Mr. Jean-Sébastien Blais, MRC de Lotbinière. "We created a solution that enables us to provide services to constituent municipalities in a more efficient way, saving us time and money."
